Bob Harvie will take office as the representative for Pennsylvania's first congressional district, securing a win that likely seals Democratic control of the House.

The victory marks a major shift in a district that has historically favored Republican candidates. Harvie defeated Brian Fitzpatrick, a moderate Republican who held the seat since 2016. This district is one of only three in the nation that voted for Kamala Harris in 2024 while electing a Republican to the House. Fitzpatrick, who succeeded his brother Mike in the seat, had previously won comfortably against local challengers. However, Harvie’s campaign attracted the attention of national Democratic leaders, including House Democratic Leader Hakeem Jeffries, who visited the district to rally support.

Both parties treated the race as a top priority. The Republican National Committee moved funds away from more vulnerable districts to bankroll Fitzpatrick’s defense. Fitzpatrick campaigned on his bipartisan record and union endorsements. He also attacked Harvie, a Bucks County Board of Commissioners member, by emphasizing a five-year FBI investigation. Fitzpatrick, a former FBI agent and prosecutor, placed the accusation on billboards and in television ads. He noted that Harvie spoke to a grand jury in 2021 in a case that did not lead to charges. Fitzpatrick told HuffPost over the summer, “I am a former FBI agent, but I know how grand juries work, and I’m well aware of his status in this case. I’m aware of what’s contained in the files that he refuses to release.” Harvie countered that he was a witness, not a target, and argued that Fitzpatrick was fighting to keep his job.

Economic frustrations also played a role in the outcome. President Donald Trump’s conflict with Iran raised prices at a time when voters were already fatigued by inflation. Harvie connected these costs to his opponent’s tenure. Outside a town hall in Norsham last month, Harvie told HuffPost, “This district has always been purple. People are hurting here. Housing prices show that the lack of ability for young families to buy a house in Bucks County is a serious issue. Gas prices, Iran tariffs, just what’s happening to this country, the mood of the country, where we are as a nation, in terms of our our position overseas, all of that has been happening while Brian Fitzpatrick has been there. He’s done nothing about it.”

The result leaves Republicans with a difficult path to reclaim the seat. The district’s recent voting patterns suggest it has moved firmly into competitive or Democratic territory. Harvie’s win adds to the growing list of districts that have shifted away from the party that controlled them for decades.

The transition of power in the House will proceed as Democrats solidify their majority. The outcome in Pennsylvania’s first district will serve as a benchmark for other contested races in the state. The new representative will begin addressing local issues, including housing affordability and energy costs, immediately upon taking office.
